وقع المراقب المالي أمين صالح كتابه "الضريبة على القيمة المضافة بين النظرية والتطبيق-التطبيق المحاسبي" لدى المنشورات الحقوقية- صادر، في نقابة خبراء المحاسبة المجازين في لبنان، برعاية وحضور وزير المالية فؤاد السنيورة وحشد من السياسيين والقضاة والمحامين.
تحدث صالح خلال الحفل معتبرًا أن المعرفة كالحياة عمل دائم وحركة مستمرة لا تقبل الجمود أو السكون. قال صالح "خصّصت الجزء الاول من الكتاب للتطبيق المحاسبي لنظرية الضريبة على القيمة المضافة وأحكام قانونها ونصوصه التطبيقية، خاصة وان التصميم المحاسبي العام لم يرتقب حسابات خاصة بهذه الضريبة لتسجيل عملياتها وضبط قيودها وتسهيل مراقبة فرضها وتحصيلها".
شدّد السنيورة في كلمته على نتائج مؤتمر باريس-٢، وانعكاساته الايجابية على النمو الاقتصادي في لبنان، ورأى ان العام ٢٠٠٢ اتسم بانحسار الحاجة الى الاقتراض.
وأضاف ان الايرادات الضريبية تعززت بارتفاع ايرادات الضريبة على القيمة المضافة. ما عكس نجاح تطبيق هذه الضريبة وحصّتها المتزايدة في ايرادات الدولة بحيث ستصبح اهم مصدر من مصادر الخزينة
